Basic ICT Skills Level 2

Scan, share, calculate and present. Use documents, spreadsheets, slides and online services with confidence, keep people's data safe, make your work accessible, and turn your skills into a paying service.

Basic ICT skills A small business-centre desk. A laptop shows a typed letter on its screen, with a keyboard and a mouse beside it. A person in a wheelchair types at the low desk wearing headphones for a screen reader. Next to the laptop an ink-tank printer pushes out a printed page. A smartphone shows a padlock for online safety and a microphone for voice typing. A magnifying glass enlarges a line of text, an envelope stands for email, and a folder holds neat files. About this module

Level 1 made you a confident user. Level 2 makes you useful to other people: a worker an office can trust with its documents, or a small service a community can trust with its forms.

Who it is for. People who have finished Basic ICT Skills (Level 1), or who can show the same skills: safe start-up and shut-down, files and folders, home-row typing, a letter and CV, email with attachments, safe passwords and scam spotting. National Proficiency II covers varied work, mostly routine, under limited supervision.

CTVET status. Ghana's TVET framework page does not list a basic computer literacy programme. This module is not a CTVET curriculum. It follows CTVET's format. After this level you can join free national programmes such as One Million Coders or the Microsoft-certified courses offered through Ghana Digital Centres and the Youth Employment Agency.

Mobile money. This course does not teach mobile money agency, float or MoMo fraud. That is in the Hub's Digital Skills and Mobile Money Agent course (Levels 1–3).

Bridge from Level 1: what you already know

  • Parts of a computer and phone; safe start-up and shut-down; posture and electrical safety
  • Files, folders, good file names, USB drives, the Recycle Bin and backing up in two places
  • Home-row typing, shortcuts (copy, paste, undo, select all) and voice typing
  • A formal letter and a one-page CV, saved, printed and exported as PDF
  • Email with attachments; searching and judging websites; saving data
  • Three-random-words passwords, 2-step verification, scam signs and the 292 line
  • Magnifier, Narrator, NVDA and TalkBack switched on and off
  • Costing a printed page and a one-page plan for a small service

Level 1 did not cover scanning, cloud sharing, tables and page layout, spreadsheets, presentations, filling official forms for customers, the eight data protection principles, using a screen reader for real work, accessible documents, or full pricing of a service. Level 2 covers all of these.

How the module works

Each unit has learning outcomes, performance criteria, the range and the evidence your assessor needs. You are judged Competent or Not Yet Competent. About 70% of the time is practical, following CTVET's Oil Palm programme split of about 30% school and 70% workplace.

Honesty rule. Prices are asking prices seen on Jiji Ghana on 8 October 2026. Numbers marked example were made up to teach a method. Worked sums were checked by a computer script. Where a fact could not be checked, the book says not verified.

02

Unit 1 · Files, PDFs, scanning and the cloud

Paper gets wet, torn and lost. A clear scan, saved with a good name in the right folder and backed up, lasts for years and travels in seconds.

Competency standard

Learning outcome Performance criteria — the trainee…
1.1 Scan documents scans a multi-page document to a clear, straight PDF with a phone or a scanner
1.2 Work with PDFs opens, prints, combines and checks PDFs; knows when to send a PDF instead of a document
1.3 Compress and transfer zips a folder; moves files between phone and computer
1.4 Use cloud storage uploads, organises and shares a file with view-only or edit rights, and removes access afterwards
1.5 Keep a filing system sets up and keeps a dated folder system for one customer job or office

Range. Google Drive app scanner; a flatbed scanner on a multifunction printer; Google Drive or OneDrive; File Explorer. Evidence. Scanned PDFs; a shared folder with correct permissions; oral questions.

Scan with a phone (Google Drive app)

  1. Lay the page flat on a dark, plain surface in good light. No shadows, no fingers on the page.
  2. Open the Google Drive app and tap the Camera icon (bottom right).
  3. Hold the phone straight above the page and take the photo.
  4. Crop and rotate if needed; choose a filter; tap Add for more pages, or Retake for a bad one.
  5. Tap Done, give a good file name, choose PDF, choose a folder, and tap Save.
  6. Open the PDF and check every page: is it straight, sharp and readable to the bottom line?

Scan with a flatbed scanner

  1. Lift the lid. Put the page face down, lined up with the corner arrow.
  2. On the computer, open the scanner program (for many printers it is the maker's app, or Windows Scan).
  3. Choose: colour for photos and stamps, greyscale or black and white for text; PDF for documents, JPG for photos; 200 to 300 dpi is enough for most documents (example setting; check what the receiving office asks for).
  4. Scan, check on screen, save with a good name.

Common scanning mistakes and fixes

Mistake Fix
Crooked or cut-off page Line it up with the corner mark; check the preview before saving
Huge file that will not email Use greyscale, a lower dpi, or compress the PDF
Dark or blurred phone scan Better light, hold still, tap the screen to focus
Pages in the wrong order Rearrange before saving, or scan again

PDFs: when and how

  • Send a PDF when the other person should read or print it exactly as you made it (a CV, a letter, a form to print).
  • Send the document file (.docx, .odt) when the other person needs to edit it.
  • To combine several PDFs into one, many free tools exist; check that a website is trusted before uploading anyone's private document to it. For customers' documents, use software on your own computer, not an unknown website.

Zip a folder

When you need to send many files together: in File Explorer, right-click the folder → Send to (on Windows 11 you may see Compress to ZIP file) → the zipped folder appears with the same name. Email or upload that one file.

Phone to computer

  • Cable: connect the phone with its USB cable, unlock the phone, choose File transfer on the phone, then open the phone in File Explorer and copy the files.
  • Cloud: upload to Google Drive on the phone, then download on the computer.
  • Email to yourself: fine for one or two files under 25 MB; larger files become a Drive link in Gmail.

Cloud sharing done right

A free Google account gives up to 15 GB, shared by Gmail, Drive and Photos; Microsoft's free account gives 5 GB of OneDrive.

  • Share with named people, not "anyone with the link", when the file is private
  • Give Viewer rights unless the person must edit
  • Remove access when the job is finished
  • Never store customers' ID documents or passwords in your cloud (Unit 6)
  • Check storage now and then; delete what you no longer need

Use one folder per month and one folder per job, starting with the date. Keep reusable templates separate.

Scan, share, file

  1. Scan a 3-page made-up document with the Drive app; save as one PDF with a good name.
  2. Scan one page on a flatbed scanner in greyscale; compare the file size with a colour scan.
  3. Zip a folder of five files and email it to the trainer.
  4. Share a Drive folder with your partner as Viewer; check they cannot edit; then remove their access.
  5. Set up the monthly job filing system above and file today's work in it.

Scan for the family

With permission, scan an important family paper (a certificate or receipt) to PDF, save it with a good name, keep one copy on the family phone and give them the other. Do not keep a copy yourself. Write the steps you followed.

Check yourself

  1. When should you send a PDF instead of a document file?
  2. Name two ways to make a scanned file smaller.
  3. Why share with "Viewer" rights and named people?
03

Unit 2 · Word processing at work

Offices, churches, schools and families need programmes, reports, notices and forms that look neat and are correct. These are the bread-and-butter jobs of an ICT worker.

Competency standard

Learning outcome Performance criteria — the trainee…
2.1 Set up the page sets paper size, orientation and margins; inserts page breaks
2.2 Use styles applies Title and Heading styles and builds a table of contents
2.3 Use tables inserts and formats a table with a header row
2.4 Add headers, footers and page numbers puts page numbers and a footer on every page
2.5 Insert pictures inserts, resizes and positions a photo with alternative text
2.6 Use find and replace, templates and checking corrects a document quickly and checks it against a written order
2.7 Print a booklet prints a folded A5 programme on A4 paper, double-sided

Range. Letters, notices, reports, church and funeral programmes, price lists, simple forms. Evidence. Printed programme; a 3-page report with styles, table and page numbers; job order checklist.

Page setup

Setting Where (most programs) Typical choice
Paper size Layout or Format → Page A4
Orientation Layout → Orientation Portrait (tall) for letters; landscape (wide) for wide tables
Margins Layout → Margins About 2 to 2.5 cm all round (example)
Page break Insert → Page break (Ctrl + Enter in many programs) Start a new page without pressing Enter many times

Styles: the secret of neat documents

Styles are named formats such as Title, Heading 1 and Heading 2. Use them instead of making text bold by hand:

  1. Type the heading. Click in it.
  2. Choose Heading 1 from the styles list.
  3. When all headings use styles, insert a table of contents (References → Table of Contents in Word; Insert → Table of Contents and Index in LibreOffice Writer). It updates itself when you change headings.

Styles also help blind readers: screen readers let users jump from heading to heading, and Microsoft advises using built-in Title and Heading styles in logical order.

Tables

  1. Insert → Table → choose columns and rows.
  2. Make the first row the header row (bold, and in Word mark it as a header row).
  3. Keep tables simple: avoid merged and split cells where you can, because screen readers find them hard.
  4. Use tables for price lists, timetables and order of service; not to push text around the page.

Headers, footers and page numbers

  1. Insert → Page Number (Word) or Insert → Header and Footer, then Insert → Field → Page Number (Writer).
  2. Put the document name or organisation in the footer.
  3. Do not put important information only in the header or footer: screen readers may not read them.

Pictures

  1. Insert → Picture → from this device. Choose the photo.
  2. Drag a corner (not a side) to resize without stretching the face.
  3. Set wrap text (for example "Square") if you want text beside it.
  4. Add alternative text: right-click → Edit Alt Text (or Properties) and write a short description such as "Portrait of the late Mr Kwame Mensah in a blue kente cloth". Microsoft advises alt text that describes the image and its purpose.

Find and replace, templates

  • Ctrl + H opens Find and Replace in many word processors. Use it to change "Mr Owusu" to "Mr Owusu-Ansah" everywhere at once. Check each change before "Replace all" on long documents.
  • Save a finished, checked layout as a template (File → Save As → Template). Next time, start from it.

Booklet printing: a folded A5 programme

Church and funeral programmes are often A4 sheets folded in half. Steps:

  1. Plan the pages in multiples of 4 (4, 8, 12): each A4 sheet folded gives 4 pages.
  2. Set the page size to A5 in the document.
  3. Design the pages in reading order.
  4. Print with the booklet option (in the print dialog or the printer's properties), on both sides. If your printer cannot print both sides automatically, print the fronts, turn the stack as the screen tells you, and print the backs.
  5. Print one test copy first, fold it, and check page order before printing 200.

The job order: check against what the customer asked

  • Customer's name and phone; date wanted
  • Exact text supplied (paper, WhatsApp or email) and spelling of every name
  • Paper size, colour or black and white, number of copies, folding or binding
  • Price agreed and deposit paid (Unit 7)
  • Proof printed or sent as PDF and approved by the customer in writing (a WhatsApp "OK" is enough)
  • Final check: names, dates, page order, then print

Common mistakes and fixes

Mistake Fix
A name spelled wrongly in a funeral programme Read every name aloud with the customer before printing; get written approval
Page numbers wrong in a booklet Pages must be a multiple of 4; always fold a test copy
A photo stretched Resize from the corner only
The table of contents shows old headings Right-click it → Update

Programme and report

  1. Make an 8-page A5 programme for a made-up event: cover with photo (and alt text), order of service in a table, hymns or songs, back page with acknowledgements. Print a test copy, fold, check, then print 2 copies.
  2. Make a 3-page report on "ICT in our community" with Title, Heading 1 and Heading 2 styles, a table of contents, one table with a header row, page numbers and a footer.
  3. Use Find and Replace to change one name everywhere.
  4. Fill in a job order for each piece of work and get the trainer's written approval before printing.

Template set

Make three templates you will reuse: a letter, a price list and a notice. Save them in your Templates folder.

Check yourself

  1. Why use Heading styles instead of just making text bold?
  2. Why must a folded booklet have a number of pages that is a multiple of 4?
  3. What should you get from the customer before printing many copies?
04

Unit 3 · Spreadsheets: records and sums

A spreadsheet is an exercise book that does the sums for you. Type the numbers once, write the formula once, and it adds up correctly every time.

Competency standard

Learning outcome Performance criteria — the trainee…
3.1 Know the parts names cell, row, column, cell address, sheet and formula bar
3.2 Enter and format data types text, numbers, dates and money; formats columns; freezes the header row
3.3 Use formulas writes formulas with +, −, ×, ÷ and SUM, AVERAGE, MAX, MIN, COUNT and IF
3.4 Copy formulas fills a formula down a column and checks the results
3.5 Sort, filter and chart sorts and filters a list and makes a simple chart
3.6 Print a sheet sets print area, fits to one page wide and prints

Range. LibreOffice Calc, Microsoft Excel (desktop or web) or Google Sheets; a daily sales record, a stock list, a class register (made-up data). Evidence. A working sales sheet with formulas; a chart; a printed one-page sheet; oral questions.

The parts

  • A cell is one box. Its address is its column letter and row number: B3 is column B, row 3.
  • A row goes across (1, 2, 3…). A column goes down (A, B, C…).
  • A sheet is one page of the file; a file can have many sheets (tabs at the bottom).
  • The formula bar shows what is really inside the cell you clicked.

Formulas always start with =

You want Type Example
Add two cells =B2+C2
Multiply =B2*C2 quantity × price
Divide =B2/C2
Add a whole column =SUM(D2:D10)
Average =AVERAGE(D2:D10)
Biggest and smallest =MAX(D2:D10), =MIN(D2:D10)
How many numbers =COUNT(D2:D10)
A decision =IF(D2>=50,"Good day","Low") IF(logical_expression, value_if_true, value_if_false)
Add only some rows =SUMIF(A2:A10,"Printing",D2:D10) SUMIF(range, criterion, sum_range)
Round money =ROUND(D2,2)

The colon : means "from … to": D2:D10 is D2 to D10. These functions work the same way in Excel and Calc.

Step by step: a daily sales record

  1. In row 1 type the headings: Date, Service, Quantity, Price GH¢, Amount GH¢.
  2. Make row 1 bold and freeze it (View → Freeze → 1 row, or View → Freeze Rows and Columns).
  3. Type the first sale in row 2: 2026-10-08, Printing B/W, 40, 1.
  4. In E2 type =C2*D2 and press Enter. It shows 40.
  5. Click E2, then drag the small square at the bottom-right corner down to E20. The formula copies and changes itself (=C3*D3, =C4*D4…).
  6. Below the list, type Total and =SUM(E2:E20).
  7. Format money columns with 2 decimal places (Format → Number → 2 decimals).
  8. Check: add three rows with a calculator. If the calculator and the sheet disagree, find out why.

Sort, filter and chart

  • Sort: select the table → Data → Sort → by Amount, largest first.
  • Filter: Data → Filter (or AutoFilter); click the arrow in Service and show only "Printing".
  • Chart: select the Service and Amount columns → Insert → Chart → choose column (bar) chart. Add a title: "Sales by service, week of 6–11 October (example)". Label the axes.

Printing a sheet

  1. Select the area to print → Format → Print Ranges → Define (Calc) or Page Layout → Print Area → Set (Excel).
  2. In print settings choose Fit all columns on one page.
  3. Print preview, then print one copy.

Common mistakes and fixes

Mistake Fix
Typing the answer instead of a formula Always use =; then numbers update by themselves
GH¢40 typed into a number cell, so sums fail Type only 40; put GH¢ in the heading or use currency format
##### in a cell The column is too narrow; widen it
#VALUE! or #DIV/0! A cell has text instead of a number, or you divided by zero; check the cells in the formula
Total does not include new rows Make the SUM range bigger than the list, or insert new rows inside the range

One week of sales (example figures)

A small business centre recorded this week (6 days):

Service Quantity Price GH¢
Typing (pages) 12 5.00
Printing black and white (pages) 180 1.00
Printing colour (pages) 25 3.00
Scanning (pages) 10 2.00
Email and form help (jobs) 6 10.00
  1. Work out the amount for each service and the week's total.
  2. What is the average sales per day?
  3. Write the formula for the total if the amounts are in E2:E6.
  4. Write an IF formula for F2 that shows "Good" if E2 is 50 or more, otherwise "Low". Which services are "Low"?

Build a sales and stock sheet

  1. Build the daily sales record above for the exercise data on Sheet 1, with formulas, a total and an average.
  2. On Sheet 2, make a stock list: item (paper reams, ink bottles, envelopes), opening stock, bought, used, closing stock (formula: opening + bought − used).
  3. Sort the sales by amount; filter to show only printing; make a column chart with a title.
  4. Print the sales sheet on one page.
  5. Check three answers with a calculator and write them in your logbook.

A real record

Help a trader, church group or susu group make a simple spreadsheet for one week of their records (made-up names if the data is private). Use at least SUM and one other function.

Check yourself

  1. What is the address of the cell in column C, row 7?
  2. What does =SUM(B2:B9) do?
  3. Why should you type 40 and not GH¢40 in a money cell?
05

Unit 4 · Simple presentations

A good presentation helps people remember. Few words, big pictures, one idea per slide, and a speaker who has practised.

Competency standard

Learning outcome Performance criteria — the trainee…
4.1 Plan a talk writes a plan: purpose, audience, five to eight key points, time
4.2 Build slides creates slides with a title, layouts, short bullets, pictures and alt text
4.3 Make slides readable uses large text, strong contrast and one idea per slide
4.4 Present runs the slide show, moves forward and back, and keeps to time
4.5 Share exports a PDF handout

Range. LibreOffice Impress, PowerPoint (desktop or web) or Google Slides; a projector, TV or large screen; a 5-minute talk. Evidence. A saved presentation and PDF handout; observed 5-minute presentation.

Plan before you open the program

  1. Who is listening? (A church group, a farmers' meeting, a school.)
  2. What must they remember at the end? Write it in one sentence.
  3. Five to eight key points, one per slide.
  4. Time: about one minute per slide is a fair start (example guide).

Step by step: build the slides

  1. Open the program → New presentation → choose a plain, high-contrast design (dark text on a light background, or light on dark).
  2. Slide 1: Title slide: title, your name, date.
  3. New slide for each key point. Use the Title and Content layout so the title is a real title (screen readers and the outline view use it).
  4. Write short bullets, not paragraphs: about 3 to 5 bullets of a few words each (example guide).
  5. Insert → Image for a photo or chart; add alt text as in Unit 2.
  6. Last slide: summary and how to contact you.
  7. Save with a good name.

Make it readable

  • Text big enough to read from the back of the room (try it)
  • Strong contrast; do not rely on colour alone to show meaning
  • One idea per slide
  • Plain fonts such as Arial or Calibri; avoid ALL CAPITALS and heavy italics
  • Few or no animations; they distract and slow you down
  • Check spelling of every name

Present

  1. Connect the laptop to the projector or TV (HDMI cable). If nothing shows, press Windows key + P and choose Duplicate.
  2. Start the slide show: F5 in most programs.
  3. Right arrow or Space: next slide; Left arrow: back; Esc: end.
  4. Look at the people, not the screen. Speak to them; the slides only help.
  5. Keep to time. Practise twice with a timer before the day.

Share

Export a PDF (File → Export as PDF, or Save As → PDF, or Download → PDF). Send the PDF, not the editable file, unless someone must change it.

Five-minute talk

  1. Plan a 5-minute talk on "Staying safe online" or "Why our community needs ICT".
  2. Build 6 to 8 slides using layouts, short bullets, at least two pictures with alt text, and a summary slide.
  3. Present to the group with the projector. A partner times you.
  4. Export a PDF handout and email it to the trainer.

Slides for someone

Make a 5-slide presentation for a church, school or group you belong to (for example announcements or a fundraising update). Ask a member to check every name and figure.

Check yourself

  1. Why use the Title and Content layout instead of typing a title in a text box?
  2. Which key starts the slide show in most programs, and which key ends it?
  3. Give two rules that make slides easy to read.
06

Unit 5 · Online services and forms for yourself and customers

Helping someone with an online form is a position of trust. Get every detail right, keep it private, and never take money or data you should not.

Competency standard

Learning outcome Performance criteria — the trainee…
5.1 Prepare for a form gathers what the form needs before starting and checks the official website
5.2 Fill accurately fills a practice form exactly as the customer's documents show, and reads it back
5.3 Upload documents prepares photos and scans in the size and type the form asks for
5.4 Pay safely knows that payments go only through the official site or official channel, with the customer in control
5.5 Close the job gives the customer the confirmation, explains the next step, and deletes their files

Range. Practice versions of job applications, school and scholarship forms, ghana.gov services, passport application and tax (TIN) look-ups; made-up case cards. Evidence. Completed practice forms checked against case cards; observed read-back; job closing checklist.

Know the main platforms

  • ghana.gov is a single point for many government services and payments: on the web at www.ghana.gov.gh, the Citizen app, or *222# on any phone; it links services such as the Ghana Revenue Authority, the Passport Office and the Lands Commission. Which services are fully online today was not verified: always check on the day.
  • Tax number: the Ghana Card number has been the individual's TIN since April 2021.
  • Passport: the ordinary 32-page passport fee became GH¢350 from 13 November 2025, with courier delivery included and 15 working days for regular service (3 days expedited); on delivery the holder verifies with their Ghana Card and signs. The Ministry said applicants should not pay any extra cedi.
  • Business name registration (for customers starting a business): the Registrar of Companies lists GH¢130 to register a sole proprietor's business name and GH¢70 a year to renew.

Fees and steps change. Before every job, open the official site and read the current requirements.

Step by step: help a customer with an online form

  1. Agree the job and price first (Unit 7). Tell the customer that official fees are paid only on the official site.
  2. Open the official site yourself by typing the address. Never use a link from an SMS or WhatsApp.
  3. List what is needed: ID details, photos, certificates, email address, phone number. Ask the customer to bring the originals.
  4. Use the customer's own email and phone where the form sends codes or results. They must receive the messages, not you.
  5. Type exactly what the document shows: names in the same order and spelling, dates in the format the form asks for.
  6. Prepare uploads: scan or photograph clearly; check the file type (PDF or JPG) and size limit the form states; name files clearly.
  7. Read back every field aloud to the customer, or let them read the screen. For a blind customer, read slowly and confirm each field; for a deaf customer, turn the screen to them and point.
  8. Payment: the customer pays through the official channel and keeps control of their own PIN. Never type a customer's PIN or password yourself; never take their phone to "do it for them".
  9. Submit, then save or print the confirmation page and give it to the customer.
  10. Close the job: delete downloads, scans and photos from your computer and phone, empty them from the Recycle Bin, sign out of any account you used, and close the browser. Tick the closing checklist.

Photos for forms

Many forms ask for a passport-style photo: plain light background, face straight, no hat or dark glasses, good light. The exact size and file limits differ by form: read the form's own instructions; they were not verified for this book.

Job closing checklist

  • Confirmation page printed or sent to the customer
  • Customer knows the next step and the date
  • Customer signed out of every account on your computer
  • Customer's scans, photos and downloads deleted from Downloads, Desktop, the scanner folder and the Recycle Bin
  • Nothing saved in the browser (no saved passwords; use a private window for customer work)
  • Job written in your job book: date, service, price (no ID numbers)

Never: keep a customer's password or PIN; make an email account in a customer's name and keep the password; use your own phone number for their codes; photocopy or keep their Ghana Card (Unit 6); promise a result (a visa, a job, a passport date) that only the office can give; or charge an "official fee" that is not on the official site.

Form desk practice

  1. Take three case cards (made-up customers). For each, list the documents and details needed.
  2. Fill a practice job application form for case 1 exactly from the card, with a CV upload. Your partner reads it back against the card and marks every difference.
  3. For case 2, prepare a photo and a scanned certificate in the size and type a practice form asks.
  4. For case 3 (a blind customer), read every field aloud and get confirmation before "submitting" the practice form.
  5. Close each job with the checklist. The trainer checks your Downloads folder and browser afterwards.

Official requirements

Find the official website for two services people near you ask about (for example a school placement, a scholarship, a tax number, a business name). Write the official web address, what documents are needed, and the official fee, with the date you checked.

Check yourself

  1. Why should the customer's own phone and email receive the codes?
  2. What do you do with the customer's scans after the job?
  3. Who types the PIN when a customer pays an official fee?
07

Unit 6 · Cybersecurity, data protection and accessible computing

Your computer holds other people's secrets and your livelihood. Protect it like your shop. And make sure every person, sighted or blind, hearing or deaf, can use what you make.

Competency standard

Learning outcome Performance criteria — the trainee…
6.1 Explain the data protection principles names the eight principles of Act 843 and gives a business-centre example of each
6.2 Handle ID correctly explains the Ghana Card rule (L.I. 2523) and refuses to keep copies
6.3 Know the cyber law names Act 1038, the Cyber Security Authority and the 292 line
6.4 Protect a computer runs updates and a virus scan; spots phishing; keeps backups
6.5 Use a screen reader for real tasks reads, writes and saves a short document and an email using NVDA or Narrator
6.6 Make accessible documents uses headings, alt text, simple tables and contrast; runs an accessibility check
6.7 Set up access tools for a customer sets Magnifier views, high contrast, Sticky Keys, voice typing and TalkBack for a user's needs

Range. Windows computers with NVDA and Narrator; Android phones; the trainee's own documents from Units 2–4. Evidence. Oral questions; observed screen-reader task; accessibility check report; settings checked.

Ghana's Data Protection Act: the eight principles

The Data Protection Act, 2012 (Act 843) came into force in October 2012 and applies to data controllers in Ghana and to those processing data that comes from Ghana. It sets eight principles:

Principle What it means Business-centre example
1 Accountability The person keeping the data is responsible for following the rules You, the owner, answer for your staff's handling of customers' data
2 Lawfulness of processing Use data only as needed, relevant and not excessive Type only what the form needs
3 Specification of purpose Collect for a clear, lawful purpose A customer's details are for their form only
4 Compatibility of further processing Do not reuse data for a different purpose without consent or a legal reason Do not add customers to your promotion list without asking
5 Quality of information Keep data complete, accurate and up to date Read back every field
6 Openness Tell people why their data is collected A notice: "We use your details only for your job and delete them after"
7 Data security safeguards Prevent loss, damage and unauthorised access with reasonable technical and organisational steps Passwords, screen lock, deleting files, locked cupboard
8 Data subject participation Let people use their rights If a customer asks what you hold, tell them

People also have the right to see their data, have it corrected, stop processing that causes unwarranted damage or distress, and stop its use for direct marketing; they can be compensated if the law is broken. If data is accessed by someone who should not have it, the data controller must tell the Commission and the person as soon as reasonably possible. Selling or offering to sell another person's personal data is an offence.

Special personal data needs extra care: data about a child under parental control, or about a person's religion, ethnic origin, race, trade union membership, political opinions, health, sexual life or criminal behaviour.

Registration. The Data Protection Commission says all data controllers and processors must register with it. Its 2025 fee regulations (L.I. 2512) list GH¢156 for a small data controller or processor (annual turnover of GH¢90,000 or below). Level 3 covers registering your own business.

The Ghana Card rule

The National Identity Register (Amendment) Regulations, 2026 (L.I. 2523) came into force on 9 June 2026. Organisations must verify identity biometrically and may not request, keep, copy or rely on photocopies, scans or images of Ghana Cards; there is a transition window from 27 July to 2 November 2026 that does not suspend the obligation. Institutions were given until 2 November 2026 to stop photocopying. Whether small business centres fall under the regulation was not verified; the safe practice is: do not photocopy, scan or photograph Ghana Cards, and do not keep card details.

If a customer asks you to photocopy their Ghana Card for an office, explain politely that offices are moving to fingerprint and face checks, and ask the office what it now requires.

The Cybersecurity Act and 292

The Cybersecurity Act, 2020 (Act 1038) set up the Cyber Security Authority to regulate cybersecurity in Ghana. The Authority runs CERT-GH, issues alerts and works on child online protection. Report cybercrime by calling or texting 292 or on WhatsApp 0501603111.

Protect the computer

Phishing signs listed by Microsoft: urgent demands or threats; unfamiliar senders; spelling mistakes; a general greeting instead of your name; a sender address that does not match the company or uses a look-alike spelling; links that go somewhere other than they show; unexpected attachments. Do not click; go to the organisation through its official website or a phone number you already trust; confirm by another channel if it seems to come from someone you know; if you already responded, change passwords and turn on 2-step verification.

Windows Security is built into Windows and includes Microsoft Defender Antivirus and Windows Firewall. To scan: Start → Windows Security → Virus & threat protection → Quick scan.

  • Updates: let Windows and apps update; restart when asked (at the end of the day)
  • Scan flash drives from customers before opening files
  • Separate accounts: a password-protected owner account; a standard account for staff and customers
  • Backups: work files on the computer, on a flash drive kept elsewhere, and in the cloud
  • Lock the screen every time you leave: Windows key + L
  • Browser: use a private window for customer log-ins; never let the browser save customers' passwords

Accessible computing: using a screen reader for real work

NVDA is free and open source for Windows 10 and 11, supports braille displays and can run from a USB drive. Key commands from the NVDA User Guide:

On Android: TalkBack (touch to hear, double-tap to open, two fingers to scroll); Live Transcribe for deaf users; Gboard voice typing.

Make documents accessible

Microsoft's advice for accessible Word documents:

  • Built-in Title and Heading styles in order, without skipping levels
  • Alt text for every picture and chart, describing it and its purpose
  • Link text that says where it goes, not "click here"
  • Do not use colour alone to show meaning; keep strong contrast
  • Simple tables with a header row; avoid merged or split cells
  • Familiar plain fonts; avoid ALL CAPS and too much italic or underline
  • Important information in the body, not only in headers or footers
  • Run the checker: Review → Check Accessibility

Data protection decisions

  1. A school asks you to print a list of pupils' names, ages and health conditions for a trip. What kind of data is this, and what extra care do you take?
  2. A customer asks, "What do you keep about me?" What do you do?
  3. Your laptop with last week's scanned certificates is stolen. What must happen?
  4. A man offers GH¢200 for your customers' phone numbers. What do you say, and why?

Secure and accessible

  1. Run Windows Update and a Quick scan in Windows Security; record the results.
  2. Create a standard (non-admin) user account for "Customer" on a practice computer (trainer supervises).
  3. With your eyes closed or the screen turned off, use NVDA to open a document, read it line by line, type two sentences, save it with a good name, and send it by email. Your partner watches and helps only when asked.
  4. Run the accessibility checker on your Unit 2 report and fix every issue it finds.
  5. Set up a phone for a made-up older customer with low vision: large font, magnification, high contrast; and for a deaf customer: Live Transcribe.
  6. Make a wall notice for a business centre that explains, in plain words, how you protect customers' data.

Phishing collection

Collect three suspicious messages (SMS, WhatsApp or email) from your own phone or family phones, with permission. Blank out personal details. For each, write the warning signs you see.

Check yourself

  1. Name four of the eight data protection principles.
  2. What does L.I. 2523 change about Ghana Cards?
  3. Which keys start NVDA and stop it talking?

Unit 7 · Location, services, pricing and marketing

Customers come for the price, return for the quality, and recommend you for the honesty.

Competency standard

Learning outcome Performance criteria — the trainee…
7.1 Plan a service menu lists services, who buys them and what each needs

Equipment and power (October 2026)

Item Asking prices seen Source
Refurbished or used laptop, Core i5, 8 GB, SSD GH¢1,800 to GH¢5,700
Epson EcoTank L3250 ink-tank all-in-one (print, scan, copy) GH¢2,400 to GH¢2,950, new
HP LaserJet Pro all-in-one printers GH¢3,000 (refurbished) to GH¢7,900 (new)
UPS 1200 VA (keeps a computer on for a short time when power fails) GH¢800 to GH¢1,300, new
A4 paper, box of 5 reams about GH¢299 to GH¢370

These are Accra asking prices on 8 October 2026; Takoradi prices may differ. A UPS only gives time to save and shut down safely; it is not for running a printer for hours. Longer backup (inverter and battery, or solar) is taught in the Hub's Solar Energy and Digital Skills courses.

Price with your costs

  1. Variable cost per unit: what one page or job uses (paper, ink, power).
  2. Fixed costs per month: rent, data bundle, permit share, equipment wearing out.
  3. Equipment wearing out: price ÷ months you expect it to last. A GH¢2,600 printer expected to last 36 months costs about GH¢72.22 a month (example life).
  4. Break-even: fixed costs ÷ (price − variable cost) = how many units you must sell before you make any profit.

Price and break-even (example figures)

  1. A colour page uses ink worth GH¢0.60, paper GH¢0.12 and power GH¢0.05 (example). You charge GH¢3.00. What is the cost and what do you keep per page?
  2. Your monthly fixed costs are rent GH¢300, power GH¢150 and data GH¢100 (example), plus a GH¢2,600 printer spread over 36 months. What are the total fixed costs a month?
  3. Black-and-white pages cost GH¢0.27 and sell for GH¢1.00 (Level 1). If B/W printing alone had to cover the fixed costs, how many pages a month must you print to break even?

Location settings that give good returns

  • Near schools, the Assembly, district offices, hospitals, churches, banks or a lorry station, where people need documents
  • Visible from the road, with a clear sign
  • Reliable power, or budget for a UPS; good mobile network for data
  • Dry, dust-free, away from salt spray at the coast; machines covered at night
  • Level entrance or a ramp; a low counter
  • Check the Assembly permit: the Sekondi-Takoradi 2025 fee list has a "Business Centre" category set by number of workstations; confirm your category and fee with the Assembly (Level 3)

Market yourself

  • Google Business Profile: a free listing on Google Search and Maps. Verification can be by phone, email, video or postcard, and Google will never ask you for your verification code; do not pay anyone to "verify" you.
  • WhatsApp Business: profile, hours and a catalogue of services with prices; it is taught in the Hub's Digital Skills and Mobile Money Agent course.
  • Price list and sign: clear, large print, outside and inside.
  • Portfolio: sample programmes, CVs, reports and slides with made-up details; never real customers' work.
  • Partnerships: offer churches, schools and associations a fair price for regular programmes and reports.
  • Privacy promise: "We delete your files after your job" is a reason to choose you.

Accessibility

Ghana's Persons with Disability Act, 2006 (Act 715) requires a person who provides a service to the public to provide facilities that make it accessible to persons with disability. The Assemblies' disability share of the Common Fund rose from 3% to 5% from 2026, with more focus on skills and assistive devices.

Workable tasks for owners and staff with disabilities: typing and formatting with a screen reader or voice typing; spreadsheets; email and form help; teaching; accessibility setup. Wheelchair users can do almost everything at a desk of the right height; arrange the printer and paper within reach. Deaf staff can do most desk work and serve customers with written notes and a phone.

  • One computer set up with NVDA, Magnifier and voice typing ready for customers
  • Large-print and picture price list; written steps for deaf customers
  • Read every field and amount aloud before submitting or printing
  • A level entrance or ramp; printer and paper within reach from a chair
  • Offer accessible documents (headings, alt text) to customers who need them

Level 2 business plan

  1. Choose five services and write the variable cost and price of each.
  2. Work out your fixed costs and the break-even for your main service.
  3. Choose a location and a power plan, with prices.
  4. Draft a Google Business Profile (do not submit for verification unless you have a real business) and a printed price list.
  5. Write a one-page plan: services, prices, costs, break-even, location, power, data protection promise, accessibility plan, marketing.

Price survey

Visit or call three business centres. Record their prices for typing, B/W printing, colour printing, scanning and form help, with the date. Compare with your price list.

Check yourself

  1. How do you work out break-even?
  2. What does a UPS do, and what does it not do?
  3. Name three accessibility adjustments for a business centre.
