About this module
Level 1 made you a plumber who can join pipe and fix the small jobs. Level 2 makes you a plumber who can read a drawing, size a system, set up water storage and drainage, and win paid work.
Who it is for. People who have finished Basic Plumbing (Level 1), or who can show the same skills. National Proficiency II covers varied work, mostly routine, under limited supervision; it leads on to National Certificate I.
CTVET status. Level 1 reported that CTVET's plumbing unit list was not found online, and it was not found again. This module is not that curriculum. It follows CTVET's format so it can be put forward later. Licence status. No state licence for individual plumbers was found in searches in October 2026; the sources found describe the Ghana Plumbers Association as a professional body that trains and sets standards for members. Not verified: ask the Association and the Western Regional Coordinating Council what applies.
Bridge from Level 1: what you already know
- Solvent cement, sewage, trench and ladder safety; scalds; switching off power
- PVC, PPR and galvanised pipe; fittings and tools
- Solvent welding PVC; heat fusion of PPR with the times table; PTFE tape
- Fixing taps, float valves, leaks and blocked drains
- Fitting a storage tank with inlet, outlet, overflow and valves; pressure testing
- Illegal connections, meter bypassing and the borehole permit rule
- A simple quote; the Assembly artisan fee; Google Business Profile and WhatsApp Business
Level 1 did not cover drawings, pipe sizing, pumps, hot water, septic systems, water quality, or Ghana's standards. Level 2 covers all of these. Gas fitting, borehole drilling, mains connections and pump electrics are still for licensed people only.
How the module works
Each unit has learning outcomes, performance criteria, the range and the evidence your assessor needs. You are judged Competent or Not Yet Competent. About 70% of the time is practical, following CTVET's Oil Palm programme split of about 30% school and 70% workplace.
Unit 1 · Work safely at Level 2
Level 1 hazards were solvent, trenches and sewage. Level 2 adds confined spaces, pumps and electricity, and hot water in pipes you have fitted yourself.
Competency standard
| Learning outcome | Performance criteria — the trainee… |
|---|---|
| 1.1 Respect confined spaces | recognises a septic tank, pit or manhole as a confined space and never enters it |
| 1.2 Plan safe trench work | slopes or supports trenches and keeps spoil back |
| 1.3 Stay safe with electricity near water | uses an RCD, keeps leads dry and leaves electrical work to electricians |
| 1.4 Prevent scalds | sets and checks hot water temperature |
Range. The training centre and supervised real jobs. Evidence. Observation every session; a written job safety plan; oral questions.
Confined spaces: the never-enter rule
A septic tank, manure pit, sewer or deep manhole is a confined space. Waste breaks down without air and can produce methane, hydrogen sulphide, carbon dioxide and ammonia, which can leave too little oxygen or poison you. More than 60% of confined-space deaths happen to would-be rescuers. So:
Never go in, and never go in to rescue. Plumbers do not enter septic tanks, pits or deep manholes. Work from outside, and call trained, equipped people if someone must go in. Where entry cannot be avoided, a trained team must test the air before entry, keep ventilating and monitoring, and have a rescue plan ready. Call 112 first if someone collapses; do not follow them in.
Trenches and electricity
- Any trench 1.5 m deep or more needs sloped sides or support, and spoil kept at least 0.6 m from the edge.
- Water and electricity do not mix. An RCD with a tripping current of not more than 30 mA lowers the risk, but a shock can still kill, so it is only a second line of defence. In damp places choose battery tools or low-voltage tools where you can.
- Pumps need a wiring job done by an electrician. You fit the pipes; the electrician fits the supply.
- Water at 60 °C can scald an adult in about 5 seconds and a child in about 1 second. Always test the hot tap with the back of your hand or a thermometer before you leave.
Safe or unsafe?
- Ama climbs into a dry septic tank "for just two minutes" to fix a pipe.
- Kofi's friend collapses in a pit. Kofi runs to call 112 and keeps others back.
- Yaw plugs a pump into a socket with wet hands, with no RCD.
- Esi digs a 2 m trench with sloped sides and spoil 1 m back.
- Kwame leaves a new hot tap running at full heat for the children to test.
Safety plan
- Write a one-page job safety plan for a pump-and-tank install: hazards, controls, who does what.
- Mark a mock trench with slope, spoil distance and a ladder.
- Practise the "stop, shout, call 112, do not enter" drill for a mock tank.
- Check a hot tap with a thermometer and record the temperature.
Look at your own area
Find one place near your home with an open pit, manhole or septic cover. Draw it and write how you would warn others.
Unit 2 · Read drawings; size pipes and tanks
A drawing tells you what the customer paid for. A size tells you whether the water will actually reach the top floor.
Competency standard
| Learning outcome | Performance criteria — the trainee… |
|---|---|
| 2.1 Read plumbing drawings | reads a plan, a schematic and a list of symbols |
| 2.2 Size pipes simply | uses flow, area and a velocity limit to choose a pipe size |
| 2.3 Size a storage tank | works out tank size from people, use and supply gaps |
Range. Two house drawings; one extension to an existing system. Evidence. Drawing worksheet; calculations; a sketched layout.
Reading a drawing
A plan shows where fixtures and pipes go. A schematic (a line diagram) shows how pipes connect without scale. Learn the symbols for tap, valve, tank, pump, trap and vent from your trainer's key. Check the scale on the drawing and measure with a ruler before you buy pipe. Ask the architect or the customer before you change a drawing; do not guess.
Symbols differ. There is no single symbol sheet verified for Ghana in this module. Use the key on the drawing you are given.
Sizing a pipe: flow and speed
Water flow equals pipe area times speed of water: Q = V × A. If water moves too fast the pipe is noisy and wears out. A common rule is not to go above 6 feet per second (about 1.8 m/s), and ideally to design for 4 to 6 feet per second. Bigger buildings add up "fixture units" for every tap and toilet to find how much water they need at once. Height costs pressure: every foot of rise loses about 0.43 psi, so a tank on the roof gives little pressure to the top floor.
How much water can a pipe carry?
A PPR pipe has an inside diameter of 20 mm. (1) What is the inside area in m² (use π = 3.14, radius 0.01 m)? (2) Flow at 1.8 m/s in m³/s, then litres per second, then litres per minute?
Sizing a tank
Tank size = people × litres per person per day × days to cover. The numbers must come from the customer and the supply: how many people, how often the mains fails, and whether there is a borehole. Ghana Water produced about 7 million gallons a day against a need of about 15 million in Sekondi-Takoradi in 2023, so families store for several days.
Size a tank
A house has 6 people. Use an example of 100 litres per person per day (an example, not an official figure). Water often fails for 2 days at a time. (1) How many litres a day? (2) Minimum tank size for 2 days? (3) Which listed size would you choose? Jiji (October 2026) showed 1,000 L at GH¢2,000 (pre-owned), 2,000 L at GH¢3,500 and 3,000 L at GH¢4,999.
Draw and size
- Read two drawings; list every symbol and what it shows.
- Draw a layout for a house with two bathrooms and a kitchen on a tank.
- Size the main pipe and the tank for the house; show the working.
- Compare with a real house you know.
Measure a roof
Measure the plan area of one roof near you in m² (length times width). You will use it in Unit 5.
Unit 3 · Storage, pumps, boreholes and water quality
Water stored badly goes bad. A pump that is wired and plumbed well runs for years.
Competency standard
| Learning outcome | Performance criteria — the trainee… |
|---|---|
| 3.1 Install a pump and tank system | pipes a pump to a tank with a float switch, check valve and isolation valves |
| 3.2 Work legally with boreholes and mains | pipes on a licensed borehole; refuses drilling and mains tapping |
| 3.3 Protect water quality | cleans a tank, labels water use and explains basic tests |
Range. Overhead and ground tanks; household borehole pumps. Evidence. Tested installation; cleaning record; oral questions.
Pump-and-tank layout
- Pump from a tank, not the mains. Ghana Water lists inline pumps on the mains as an illegal connection, and a businessman in Tamale was fined for installing them. Put a tank between the mains and the pump.
- Fit an isolation valve on each side of the pump, a check valve after it, and a float switch or automatic control. A 1 HP automatic pump control was listed at GH¢270.
- Pump prices (Jiji, October 2026): a Wadfow 1 HP submersible pump GH¢1,095; a 1 HP surface pump about GH¢550; a DC solar 1 HP surface pump GH¢6,500. Many cheap listings are sewage pumps or garden pumps: match the pump to the job.
- The electrician does the wiring. You do the pipework and tell the electrician where the pump will go.
Boreholes and hand pumps
- You do not drill. Boreholes need a Water Resources Commission (WRC) permit and a licensed driller. Drilling without a licence can bring a fine of up to 200 penalty units or up to 12 months in prison, or both, under Regulation 23 of L.I. 1827. The WRC has fined firms GH¢60,000 and seized their rigs, says people who hire unlicensed drillers may be prosecuted, and says owners must register their boreholes.
- You do plumb. After a licensed driller finishes, you can pipe the pump to a tank. A household borehole system in Ghana was listed at about GH¢13,000–35,000 in total, split between drilling and the pump.
- The Community Water and Sanitation Agency (CWSA) looks after rural and small-town water. At its Western Region 25th anniversary in 2024 it said it oversees 31,388 boreholes with hand pumps, 383 solar boreholes and 1,924 pipe systems nationwide. Hand pumps usually have a community or CWSA manager (not verified locally); ask before you work on one.
Water quality and tank cleaning
- The draft Ghana Standard DGS 175:2021 for drinking water asks for turbidity not above 5 units, pH 6.5–8.5, iron not above 0.3 mg/L, and no E. coli or total coliform in 100 ml. It was a public review draft; check the final version.
- Some Ghana groundwater has iron or fluoride that need treatment, so test borehole water before drinking. An accredited Ghana Standards Authority laboratory is the place for a drinking-water test.
- To sanitise a household tank, use about 1 to 1.5 fluid ounces (2 to 3 tablespoons) of plain household bleach (5.25%) for every 500 US gallons, stir, close the tank and wait at least 8 hours; do not drink until the smell has gone, and repeat tank sanitising every 6 months for non-well sources. Convert the tank size from litres first (1 US gallon is about 3.8 litres). Wear gloves and glasses and keep children away. Never mix bleach with another cleaner.
- Keep tank lids closed and locked, and clean out dirt before you dose.
Check the bleach. Bleach strengths differ by brand. Read the label; if it is not 5%, ask your trainer to help you adjust the dose.
Pump-and-tank rig
- Pipe a small pump to a tank with isolation valves, check valve, float switch and overflow (electrician connects power).
- Pressure-test and record the result after one hour.
- Clean and sanitise a small tank using the bleach dose (trainer supervises); record the date and dose.
- Role play: a customer wants you to put the pump straight on the mains. Refuse and explain the law.
Water test price
Phone or visit a laboratory in Takoradi or Accra and ask what a drinking-water test costs. Write down the answer and the date.
Unit 4 · Hot water, solar heaters and gas safety
Hot water makes a home comfortable. Wrong pipe, wrong valve or an unsafe heater makes it dangerous.
Competency standard
| Learning outcome | Performance criteria — the trainee… |
|---|---|
| 4.1 Pipe hot water | uses hot-rated PPR, insulates pipe and runs hot and cold apart |
| 4.2 Connect a water heater | fits isolation, relief and non-return valves as the maker shows |
| 4.3 Install or service a solar water heater | mounts, pipes and checks a solar heater to the manual |
| 4.4 Respect gas | refuses LPG pipework and explains why |
Range. Bathroom and kitchen hot lines; one solar heater. Evidence. Tested hot-water line; installation checklist; oral questions.
Pipe for hot water
PPR hot-water pipe is made for continuous working temperatures up to about 70 °C, with short peaks up to 95 °C. Use the pipe rating printed on the pipe, not just its colour. Fuse every joint with the heat times from Level 1, insulate long hot runs, and keep hot and cold pipes apart so the cold stays cold. Put a thermostatic or mixing valve at showers where children live: it limits the temperature.
Solar water heaters
A solar heater uses sunshine to warm water in tubes or panels stored in an insulated tank, with an electric heater as backup in many models. Jiji listings in October 2026: an 80 L tube heater GH¢4,500; a 150 L pressurised heater with electric backup GH¢9,500; a 300 L non-pressurised heater GH¢11,500; and branded 200 L and 300 L heaters at GH¢26,397 and GH¢46,263. Follow the maker's manual for roof mounting, the pressure and temperature relief valve and any frost or overheating rules. Any electrical backup is an electrician's job.
Compare two heaters
A customer wants a 150 L heater. Option A costs GH¢9,500 (pressurised with electric backup). Option B is an 80 L heater at GH¢4,500. (1) What is the price per litre of each? (2) Which one gives more hot water for the money?
Gas (LPG): licensed only
LPG pipework is not work for you at this level. Ghana's National Petroleum Authority (NPA) warns against keeping LPG cylinders indoors because a leak cannot be seen, and says to keep them outdoors with ventilation and away from flames. Who may legally fit LPG pipework in Ghana was not verified. Treat it as licensed-only, and send customers to certified gas technicians and the NPA. If you smell gas: no flames, no switches, open doors and windows, get out, then call the Fire Service on 112.
Never improvise gas. Never use PPR, PVC or tape on a gas line, and never test a gas line with a flame.
Hot water fit
- Run a PPR hot-water line to a mock basin and shower; insulate it and label hot and cold.
- Fit isolation and non-return valves to a mock heater (power and relief valve set by the trainer).
- Read a solar heater manual and list the installation steps and warnings.
- Role play: a customer asks you to run a gas hose. Refuse, explain, and offer a referral.
Heater research
Find out the price of two solar water heaters in a Takoradi shop. Compare with the online prices above.
Unit 5 · Drainage, septic tanks, soakaways and rainwater
What goes down must go away safely: not into the drinking water, and not into the road.
Competency standard
| Learning outcome | Performance criteria — the trainee… |
|---|---|
| 5.1 Lay house drainage | lays traps, vents and a clean-out to a drawing |
| 5.2 Understand septic and soakaway systems | explains how a septic tank and soakaway work and where they may not go |
| 5.3 Build a rainwater system | designs a roof, gutter, first-flush and tank system |
Range. House drainage; one septic or soakaway plan; one rainwater job. Evidence. Drainage board; rainwater calculation; oral questions.
House drainage
Every sink, basin, shower and WC needs a trap to hold water and block smells. Drain pipes must fall gently to the outlet, be vented so traps are not pulled dry, and have clean-out points so you can rod a blockage without opening the pipe. Follow your drawing and the trainer's rules for fall and vent size. Ghana's gradients and vent sizes were not found. As a guide only, UK rules give a minimum fall of 1 in 40 for a 100 mm drain with a small flow (under 1 litre a second), and 1 in 80 for a 100 mm drain that serves at least one WC; 1 in 80 means a drop of 12.5 mm for every metre. Vent sizes come from the drawing.
Septic tanks and soakaways
A septic tank holds and partly treats waste; a soakaway or leach field spreads the liquid into the soil. The tank must be sized to the people who actually live there, and typically needs emptying every 2 to 5 years at about GH¢800–2,500 a time. Warning signs are slow drains, a constant smell and pooling water near the soakaway.
- Keep away from water sources. A Water Resources Commission siting standard sets the distance between a soakaway and a borehole or well. The exact WRC distance was not verified. As a guide, Ghana's CSIR Water Research Institute warns that a borehole less than 30 to 50 metres from a septic tank is likely to be polluted, and UK guidance keeps a drainage field at least 50 m from a well or borehole. Ask the WRC or the Assembly before you site one.
- Ghana's Building Code, GS 1207:2018, was developed by the Ghana Standards Authority for the Ministry of Works and Housing. Its plumbing rules were not found. Ask the Assembly's works department which rules apply to your job.
- Do not enter the tank. See Unit 1. Pump-out is done by licensed tanker operators from outside.
Bio-digester toilets
Bio-digester toilets are described as cheap, easy to install, low in maintenance cost, space-saving and water-saving; the Greater Kumasi sanitation project trains young people to build them and published a construction manual for artisans. The Sekondi-Takoradi Assembly has also planned to train young people to build them. Correct construction matters: poor building leads to failures and users rejecting them. Ask the Assembly's Environmental Health Unit for the manual before you build one.
Environmental law. The Environmental Protection Act 2025 (Act 1124) consolidates earlier environmental laws and repeals the Hazardous and Electronic Waste Act 2016 (Act 917). Any section or permit that applies to septic or sewage work was not verified in this module; ask the Environmental Protection Authority.
Rainwater harvesting
Takoradi gets about 1,500 mm of rain a year, with main rains in May and June and a minor season in October and November. One millimetre of rain on one square metre of roof gives one litre of water. Real yield is lower because of losses, so multiply by a runoff coefficient: for a typical sloped metal roof a figure of 0.85 to 0.95 is quoted. Add a first-flush diverter so the dirty first rain is thrown away. The water is not drinking water until it is tested and treated (see Unit 3).
How much rain can a roof give?
A roof is 80 m². Rainfall is 1,500 mm a year. Runoff coefficient 0.85. (1) Litres a year? (2) A house of 5 people uses 100 litres each a day (an example). How many days does the harvest last?
Drain and harvest
- Lay a mock sink, shower and WC drain with traps, vent and a clean-out on the drainage board.
- Draw a septic tank and soakaway plan with the distance to the borehole marked "to be confirmed".
- Calculate the rain yield of your homework roof.
- Fit a gutter, downpipe, first-flush diverter and tank to a mock roof.
Ask the Assembly
Phone or visit the Assembly and ask what plan and permit rules apply to a septic tank or a bio-digester toilet. Write the answer and the date.
Unit 6 · Standards, the law, testing and quoting
A plumber who can show a test record, a quote and a receipt is trusted. A plumber who cannot is guessed at.
Competency standard
| Learning outcome | Performance criteria — the trainee… |
|---|---|
| 6.1 Know the standards and bodies | names the bodies that set and enforce water and building rules |
| 6.2 Test and hand over | pressure-tests, records and explains the system to the customer |
| 6.3 Price and quote | prices a multi-part job, with deposit and stages |
Range. Two jobs. Evidence. Test records; quotes; a handover note.
Who sets the rules
- Ghana Water Limited supplies mains water and does new connections. It inspects, gives an estimate and fits the meter. Its connection steps differ by branch; ask your local office. The company was formerly Ghana Water Company Limited.
- Water Resources Commission: borehole permits and driller licences.
- CWSA: rural and small-town water.
- Ghana Standards Authority: drinking-water standard (draft DGS 175:2021) and the Building Code GS 1207:2018.
- Public Utilities Regulatory Commission (PURC): water tariffs. From 1 July 2026 water tariffs rose 0.85%, and the residential lifeline rate went from 593.49 to 598.54 pesewas per m³.
- Ghana Plumbers Association: a professional body that runs training for plumbers; it held a pipe workshop in Takoradi in March 2024 and a workshop in Fijai for over 100 Western Region plumbers in February 2024.
Nearly half the water Ghana Water makes is lost as "non-revenue water" through leaks, illegal connections and faulty meters, so a repair or leak found is a real saving for the country. The Association president advised plumbers to maintain standards, add value and keep up with new technology.
Test and hand over
UK water rules test new pipework at 1.5 times the working pressure with no visible leaks for about an hour; fill with water, remove air first. Ghana's own test rule was not found; this is good practice. Write the test result, the date, the gauge reading and the customer's signature on a handover sheet, and show the customer where the main isolation valve is.
Pricing a job
Job price = materials (with waste) + labour + transport + power or fuel + margin
Quote a pump-and-tank installation
Materials: a 2,000 L tank GH¢3,500; a 1 HP pump GH¢1,095; automatic pump control GH¢270; pipe, valves and fittings GH¢600. Labour: 2 days at GH¢300 a day. Transport GH¢100. Add 20% margin on the total. (1) Total cost? (2) Price with margin? (3) A deposit of 60% of materials?
The cost of a drip
A tap drips 2 litres an hour all day, every day. (1) Litres in 30 days? (2) How many m³ (1 m³ = 1,000 L)? (3) Cost at 5.9854 GH¢ per m³ (the residential lifeline rate from July 2026)?
Test, hand over, quote
- Pressure-test the pump-and-tank rig and fill in a handover sheet.
- Write a quote for a pump-and-tank install and a solar heater fit using current Takoradi prices you collect.
- Present the quote to a trainer playing the customer; explain the deposit and warranty.
Price list
Visit two plumbing shops. Record the prices of a 25 mm PPR pipe length, a float valve, a gate valve and a check valve. Date your list.
Unit 7 · Location, business ideas and marketing
Be where the building is, be known where the building is, and be paid before you leave the site.
Competency standard
| Learning outcome | Performance criteria — the trainee… |
|---|---|
| 7.1 Choose a location and services | picks areas and services with good returns |
| 7.2 Market yourself | builds a portfolio, WhatsApp catalogue and profile |
| 7.3 Run a team | plans, trains and pays an apprentice fairly |
| 7.4 Plan to grow | writes a one-page growth plan with partners and a training route |
Range. The trainee's planned business. Evidence. Profile; portfolio; growth plan.
Location settings that give good returns
- Near new estates: Anaji, the Nkroful Road corridor and New Takoradi are active, with mid-market housing in Apremdo, Effia, Kokompe and Essipon.
- Near plumbing shops, hardware shops, tile and block makers: they refer jobs.
- Near places with unreliable water: tanks and pumps sell where mains fail.
- Near schools, clinics, hotels and landlords who want maintenance contracts.
- Where you can reach customers quickly: transport and a phone matter more than a shop.
Business ideas and ingenuity
- Pump-and-tank and tank-stand installation and cleaning
- Solar water heater installation and servicing
- Rainwater harvesting kits: gutters, first-flush, tank
- Bio-digester toilet building with the Assembly's trained teams
- Leak-finding and water-saving for landlords (a dripping tap wastes water and money)
- Maintenance contracts with schools, churches and hotels; emergency call-outs at a higher price
- A referral partnership with a licensed driller, an electrician and a gas technician, so you can say yes to the whole job without doing work you are not licensed for
Market yourself
- Google Business Profile (free) lets you list as a service-area business and show the areas you cover instead of a home address.
- WhatsApp Business (free): catalogue, quick replies and away messages.
- Portfolio: before-and-after photos of tanks, pump rooms, bathrooms and drains, with the customer's permission.
- Signage and permit: a sign on your vehicle or workshop, and your Assembly fee paid. Plumbers pay GH¢100 a year in the artisans category.
- Referrals: a written warranty on your labour and a thank-you call after the job.
Apprentices
An apprentice learns by watching and doing under your eye. Start with safety, give simple tasks first, never send them into a pit or trench alone, and pay something on time, even if small. Write what you agree (hours, pay, what they will learn). Ask CTVET whether your apprentice can be assessed against a competency standard: this was not verified in this module.
Accessibility
Ghana's Persons with Disability Act, 2006 (Act 715) covers access and work. The government announced in October 2025 that the share of the District Assembly Common Fund for persons with disabilities would rise from 3% to 5% from 2026, and in November 2025 the Sekondi-Takoradi Assembly gave equipment and cash worth about GH¢265,000 to 60 persons with disabilities from the 3% share. Plumbers who are deaf can work well with flashing alarms, agreed hand signals and written or video instructions. Deaf youth say lack of skills is a barrier to work. Plumbing suits many wheelchair users in design and drawing, pricing and customer work, and in seated bench work such as cutting, fusing and assembly.
Launch and grow
- Photograph your rig work and build a portfolio.
- Set up (or draft) a Google Business Profile and WhatsApp catalogue.
- Write a one-page growth plan: location, services, partners (driller, electrician, gas technician), and an apprentice plan.
- Present it to the group.
Meet a partner
Visit a licensed driller, an electrician or a plumbing supplier in your area. Ask how they find work and how plumbers can work with them.
